windows: autotools .rc warnings fixup

Move `LT_LANG([Windows Resource])` after `XC_LIBTOOL`, fixing:

- Warnings when running `autoreconf -fi`.

- Warning when compiling .rc files:
  libtool: compile: unable to infer tagged configuration
  libtool:   error: specify a tag with '--tag'
