Get accurate clock freq for KVM, dump cpu ids, cpu feature flags (#905)

* partial implementation of cpuid feature dump

Adds the following files to devarch (under /dev/)
- cpuidraw - raw dump of the cpuid records
- cpuidflags - dump of short names of current cpu features

- doesn't show amd-specific flags
- only dumps for one cpu

* hz wip
