My TL-WR1043ND v4 has the same symptoms with latest libreCMC v1.4.5. Connection type is pppoe, and my ISP has 1 Gbit/s UP/DN link.
To reproduce, just try to download some very popular torrent, like latest Ubuntu ISO. What's interesting, is that when the speed is throttled down to about 40~100 Mbit/s (I guess my ISP does that during peak usage times), the issue is harder to reproduce.
I checked out the libreCMC and also OpenWrt (at tags v17.01.6 and v18.06.1) repositories locally. Both OpenWrt ones look like the patch is applied, while it's missing in libreCMC for some reason.

Can you confirm if this issue has been fixed in the newer v1.4.6 images?
